Publishing is important to the University's initiatives in education, research, service and economic development. Through quality publications, the University builds and maintains a strong reputation and image. Electronic publishing, as with more traditional forms of publishing, should follow high standards in its content and presentation.
The University of Illinois recognizes the unique value of electronic publishing on the Internet, and so allows and encourages students, staff, and faculty to publish in digital formats. Units are encouraged to create electronic home pages, personal pages, publications pages, or other pages on the World Wide Web that carry out official University business in support of the University's missions. Contents of all electronic pages must be consistent with University of Illinois policies and local, state, and federal laws.
This document describes the policies of the University of Illinois. Each campus may expand upon and develop these policies according to the campus' needs. This policy statement addresses issues related to: Advertising, Compliance, Copyright, Links, Logos and Other Trademarks, Nondiscrimination, Personal Business, Security, Violations, and Web Accessibility.
1. Commercial Advertising
Commercial advertising is not permitted on pages published on University of Illinois Web servers. This includes banner advertisements as well as graphic images that promote a commercial service and some text links (see Links section for more on this topic). No graphic or text may imply University of Illinois endorsement of commercial products or services. A disclaimer should be displayed if non-endorsement is not evident from the context.
All official University Web pages that comply with University policies and guidelines will be eligible to display a seal or mark that certifies such compliance.
Copyright laws apply to electronic publishing as well as to print publishing. Publishers must have permission from the copyright owners to copy and display text, graphics, or photographs on their pages. In the alternative, publishers must have a reasonable basis for believing their use of copyrighted materials of others constitutes fair use or that the materials are in the public domain. Electronic publications are subject to the same University of Illinois policies and standards as print publications.
Links from a University page to any non-University site must not imply University endorsement of the site's products or services. A disclaimer should be displayed if non-endorsement is not evident from the context. When requested, units must deactivate links that violate this policy.
5. Logos and Other Trademarks
All unit home pages will use the appropriate campus logo as approved and described in campus policies. These pages will also clearly communicate the name of the unit publishing the page. All representations of the University of Illinois or campus names, logos, or other trademarks must conform to official guidelines outlined by the University and its campuses. 7. Personal Business
University of Illinois resources may be used to create Web pages about an individual or an individual's interests but may not be used to create Web pages for personal business, personal gain, or partisan political purposes, except as permitted by other University policies or by law.
The University of Illinois is committed to providing a secure Web environment. All those who publish on the University servers must comply with University and campus computer security policies that protect the integrity of the University Web system. See:
Violations of University policies governing the use of University Web resources may result in restriction of access to University electronic resources. In addition, disciplinary action may be applicable under other University policies, guidelines, or collective bargaining agreements, up to and including dismissal. Any restrictive action must follow standard University procedures that assure due process. See:
10. Web Accessibility
The University is committed to making all its electronic information accessible in compliance with applicable state and federal laws.
